DEVELOPMENT APPLICATION CHECKLIST
Phase 1: Pre-Lodgement
Before you prepare your plans, it is highly recommended to confirm what you actually need.
Check Approval Pathway: Confirm if your project requires a Full Development Application
Pre-lodgement Meeting: If your project is complex, request a pre-lodgement meeting with Council staff to identify potential issues early.
Gather Property Data: Obtain your Certificate of Title, Deposited Plan, and any relevant 88b instruments from your conveyancer or NSW Land Registry Services.

Phase 2: Preparing Your Application
Council requires specific documentation to assess the impact of your proposal.
Standard Plans: Ensure you have high-quality digital files (PDFs) for:
Site Plan
Floor Plan
Elevations and vertical sections
Supporting Reports: Depending on your site and proposal, you may need:
Statement of Environmental Effects (SEE): A mandatory document detailing the impact of the proposal.
BASIX Certificate: Required if the work value exceeds $50,000.
Specialist Reports: (e.g., Bushfire Assessment, Geotechnical/Wastewater Report, Flora & Fauna assessment, or Heritage Impact Statement).
Owner’s Consent: Ensure all registered land owners have signed the consent form.
Phase 3: Lodgement & Assessment
Portal Submission: Upload all documents individually as clearly named PDF files via the NSW Planning Portal.
Fees: Pay the required application fees (the Portal will calculate these based on your project details).
Public Exhibition: For many applications, Council will place the DA on public exhibition, allowing neighbours and the community to view plans and provide feedback.
Review: Council assesses the application against the Local Environmental Plan (LEP) and Development Control Plan (DCP). If more information is requested, respond promptly to avoid delays.
Phase 4: Approval & Next Steps
Determination: If approved, you will receive a Notice of Determination outlining your conditions of consent.
Construction Certificate (CC): Once you have DA consent, you must obtain a CC before any physical work starts.
Commencement: Notify Council of your intent to commence work.
Certification: Once construction is finished, arrange for inspections to obtain your Occupation Certificate.
